A war doctrine build centers on sustained offensive expansion, pouring most of your resources into military tech and fleet scale rather than fine-tuned internal management, then snowballing off the spoils of war.
What Warrior Culture actually gives you
Warrior Culture is a real, confirmed civic with specific effects worth knowing: it replaces Entertainer jobs with Duelist jobs and Conserved Fauna jobs with Gladiatorial Beast jobs, grants +20% army damage and -10% war exhaustion gain, adds +1 enclave capacity, and starts you with a Holo-Theatres building already built. The war exhaustion reduction in particular is a quiet but genuinely useful bonus for a build built around staying in sustained conflicts longer than your opponents can tolerate.
Why S-tier
Under the current balance, sustained war remains one of the fastest early-to-mid game expansion paths in terms of both resource plunder and territory gains — a well-executed war doctrine build is very hard for a pure economic build to catch up with on a level playing field. That’s why it’s rated S.
What to do early
- Prioritize ethics and civics that directly boost military output and fleet scale — you don’t need to worry about balancing diplomatic or research-focused civics.
- Identify your war targets early — pick neighbors with clearly weaker militaries first, and the snowball effect compounds with each successful war.

Risk warning
A war doctrine build demands solid player judgment. If resource allocation gets imbalanced (e.g. over-investing in military and letting the economy collapse), you can end up “winning the war but wrecking your economy” in the process. Keep some baseline investment in your economy as a safety margin. When it’s time to prep for the endgame crisis, plan your ascension perks ahead of time (see the Ascension Perks wiki entry) to boost your fleet’s sustained combat capability.
