Edicts
Edicts trade influence for short-term or ongoing empire bonuses — a highly flexible tool, but one that needs to be budgeted carefully against your influence income.
Edicts are one of the most flexible management tools available. Unlike civics and ethics, which are hard to change once locked in, edicts can be toggled or swapped at any time based on your current needs.
Common use cases
- Early development phase: prioritize economic edicts that support expansion or research efficiency.
- War preparation phase: switch to military edicts for a short-term boost to fleet output or combat effectiveness.
- Diplomatic maneuvering phase: certain diplomatic edicts can improve relations with specific empires — useful to activate ahead of a key negotiation.
Budgeting your influence
Ongoing edicts draw continuously from your influence budget, and influence is also a critical resource for colonization and diplomatic agreement upkeep. Before activating an edict, check whether your current net influence income can absorb it — over-committing to edicts can stall your colonization plans.
There’s no fixed “best” edict lineup — adjusting dynamically as your development phase shifts is how you get the most value out of a limited influence budget. Pair this with the Civics & Ethics Guide to plan your overall governing direction.
